Outbound PayShap

Electrum supports pay-by-proxy or pay-by-account outbound PayShap transactions. Electrum also supports request-to-pay-based transactions, in which the bank initiates an outbound PayShap payment after receiving an inbound request-to-pay message from a payee at an industry bank.
